I'm not not sure marrying Malaysians has something to do with the tourism industry but this is anyway welcome news I hope neighboring countries will follow...

This sounds more like a rich Malaysian male citizen, bringing in a foreign wife (China, Indonesia) and the wife can now stay for 5 years.
Foreigners in Malaysia, not really well known as most of them are Asians, are depending on a visa-run( regardless married or not, male or female). Luckily Malaysian visa permit is usually for 3 months (compared to Thailand, where it is 30 days..)
I do not think, that Western tourists (as Bluecat mentioned) have any advantage or disadvantage out of this new regulation, except the few men, who do not have a working visa for Malaysia, but are married with a Malaysian citizen, are younger than 50 years (otherwise 5 years retirement-visa) and are living in Malaysia (I think very few people fitting this description)...
