Seems you are easily 'shocked'. But being shocked should not be 'one-way'.
I cannot find anything about the woman and the broken mirror on the internet, maybe you have any link for that?

It depends how it happened.
Korean cities generally have good sidewalks. Plenty of people around all the time.
Did she not use the sidewalk, but was she walking on the road, which is supposed to be used by cars?
Or crossing a street, where she was not supposed to do it? Or ignoring a traffic signal?
Pedestrians have sometimes strange ideas but they are also subject to keep the traffic rules.
In case she was breaking the traffic rules as pedestrian and the car-driver respected the traffic rules, she is supposed to pay the damages of the car and its passengers because she caused the accident. Also in USA, I guess.
Same can be said with this case:

I cannot find any good information about this case. How young is 'very young'? And what happened really?
Children are not supposed to play on the road, you might charge the parents for negligence if the children are really 'very young'. What else should the driver do? She stopped, she asked and the child said 'I am fine' - What was the injury?
Whatever, you cannot easily accuse the driver of a car in any case to be 100 percent guilty just because he/she hit a pedestrian or children in the street.

About rape allegations of US-soldiers you better should criticize US-laws and especially those of the US-military, which are very much biased and are preventing a careful investigation.
You should expect to see a fair trial but obviously this is not the case.

I wonder how much compensation he will receive out of US-taxpayers money?
And this might be the next case, now on appeal, this case never made sense, and the victim is now changing her story after 3 years. He was sentenced to 40 years.
