Just a month after the Education Ministry (MOE) said that non-citizens will have to pay more than citizens to attend school at Singapore's educational institutions, the Health Ministry announced yesterday that health subsidies given to Permanent Residents (PRs) will be cut by 10 percentage points by January 2012...

This means that by 2012, PRs will receive 20 percentage points less healthcare subsidies than citizens.

They think this will encourage PRs to take up citizenship ... I am not so sure ...

A couple of reader posts to that article states pretty much the same thing, save for it being of the "Expats don't care. They'll milk Singapore for their extortionate salaries and head off home".

John PotusUpdated 08:08 AM January 29, 2010This latest attempt to push foreigners into becoming Singaporeans will fail just like the previous attempts.

We have to accept that foreigners are here for the short-term. They will go home, to a nice big mansion, once they have earned enough.

Obviously there are loads of foreigners here holding Employment Passes who are on a finite period posting / expat contract and have no intention of sticking around. There are also lots of PRs who have been here years and years and consider Singapore a home. This is something that the locals who like to complain about how "expats are valued more than we are by the govt ... they're only here for the money etc etc " conveniently ignore of course.

The government wants (some of) those long term PRs to convert to Singaporean citizenship, to make a really long term commitment to the country, and thinks that differentiating the benefits available to citizens from PRs in the state school and health systems (amongst other things) will encourage them to do so. Personally I think their logic is off - those are nice fringe benefits, and for those of us without full expat allowances, financially quite valuable - but no way would I decide to give up my existing passport and take a Singaporean passport due to those. It needs to be something much more substantial in my opinion.

I actually think that if they welcomed dual citizenship a lot of people would be more positive about taking up Singaporean passports. Govt won't do that because they think it would mean we're "not committed to Singapore", which is daft because Singaporeans can travel to most places without any serious visa hassles these days anyway!

Just my two cents worth...

Agree wholeheartedly. If I had a job in Singers that held good long-term prospects, I'd consider permanent residency as in citizenship. But I'm not prepared to surrender my Australian citizenship or anything that goes along with it. I can't give concrete ideological reasons why, I just don't want to.

I've been an Aussie all my life and the various freedoms I have as a result are important too me, but not over-ridingly so. I have a bit of a go at Poms, Kiwis and other migrants who live here and haven't taken up citizenship- especially as they have no plans to go "home", as Australia is their home.

Each case has to be taken on its merits. I suppose, Captain, your opinion might be a bit different if Mrs Chaos was a Singaporean and Mini Chaos had been born there.

Good question. Mind you, most Singaporean ladies I know with foreign hubbies seem highly determined to get the hell out of Dodge and head to Europe, US, Australia, wherever when hubby's expat tour is up!

I DO know that if we had stayed in jolly old Bangkok, then I would have applied for Thai PR. OK, that is not a trivial undertaking to start with. Then, as I understand it, since the coup it has become extremely difficult for foreigners (ie. PRs) to gain Thai citizenship, but had I been able to get PR, then I would certainly have had a go at citizenship in due course. The reasons being (1) Thai citizenship conveys a concrete advantage over Thai PR [the ability to own land], and (2) there is no problem with holding dual passports there. Which I think kinda illustrates my point...?
