Depends for which market they are manufactured, I guess.
So if you need the Thai text, you'd better buy it in Thailand.

Yes, I've seen a Thai fonts installer (CD-ROM pack) at Sony Ericsson service center in Bangkok last week (Loxley in Kloeng Toey). I can also install Chinese and Japanese fonts on my cell phone (sony ericsson M600i).

Didn't have the Thai on the keypad of course, but after a while you get used to where the letters are.
Or the easiest thing......get them an iphone 4 - all languages already in it and simple to change in the settings. Just the cost, that's all.........

i.e. Android from version 2.2 supports the display of Thai fonts as they switched to Unicode. You'd just need to download a Thai keyboard.
It's still possible for older versions of Android. It's just a bit more complicated - ie. you need to install new font files with Thai charscters (which would basically be the same as the ones installed on phones sold here), but to do that, you need to root the phone. Again you'd also want to add a Thai keyboard app to let you write as well as read Thai.
