Laos is not immediately the place that springs to mind when thinking of expatriate locations. However, there are a handful of foreign nationals living full time in Laos. Many are NGO, embassy, or English teaching staff. Some are married to local Laotians. The major drawback of living here is the lack of facilities, infrastructure and basic services. Hospitals and general healthcare leave a lot to be desired. Life threatening situations are best handled by crossing to Thailand where facilities are much better but if you're a long way inland or incapacitated, you're options are poor. Needless to say, adequate health insurance with evacuation included is essential.
Life in Laos is life in the slow lane and indeed, this is what attracts many people to live here along with the friendliness of the locals. Life here is a very long way from what you may have come to expect in your home country, with a relaxed approach to just about everything, low cost of living, low pollution... the list is endless. Learning the language is essential if you're to stay here long term as most foreigners are transient and don't stay for long... the ability to make local friends is vital.
